1. What is Whistleblowing? Whistleblowing is when an employee reports suspected past, present or imminent wrongdoing, or an attempt to conceal wrongdoing. Officially this is called ‘making a disclosure in the public interest’. Whistleblowing is important to safeguard the effective delivery of public services, and to ensure value for money. It serves to protect and reassure the workforce, and to maintain a healthy working culture and an efficient organisation.

NDIP Phase Two was launched in November 2018. Its focus was to replicate the commitment, governance and drive we saw nationally though the NDIP Board, at a local level; to ‘make the national local’. In January 2020 we published an update of our progress. Now, just over one year on, we can report the conclusion of this phase of activity.

This is a summary of responses to the public consultation undertaken by the Crown Prosecution Service (CPS) on the revised legal guidance prepared to update its current Mentally Disordered Offenders legal guidance, and a statement of the revisions proposed which will form the finalised guidance to be issued.

We recognise that older people are often targeted because of their age and a perception that they are vulnerable. This can have a devastating impact on the victim because they are being targeted for a personal characteristic. Whilst there is no statutory definition of crimes against older people, nor legislation allowing for a sentence uplift to be applied as in hate crime cases, we are committed to ensuring that justice is delivered for older people by prosecuting offences against them and supporting victims and witnesses throughout that process.
