CPS authorises charges following investigation into Gosport funeral directors

Tim Cole, Acting Deputy Chief Crown Prosecutor with CPS Wessex, said: “The Crown Prosecution Service has authorised Hampshire Constabulary to charge Richard Elkin and Hayley Bell, of Gosport, Hampshire, with offences including those of fraud, causing a public nuisance, and prevention of a lawful and decent burial of a dead body.

“They will appear at Portsmouth Magistrates' Court on Thursday 19 December 2024 for a first hearing.

“Our thoughts remain with the families affected at this difficult time.

“I would like to remind all concerned that there are active criminal proceedings against these individuals, and they have the right to a fair trial. There must be no reporting, commentary or sharing of information online that may in any way prejudice these proceedings.”

Richard Dean Elkin (DOB: 23/03/1976) has been charged with the following offences:

  • Intentionally/recklessly cause a public nuisance.
  • Prevent lawful and decent burial of a dead body.
  • Carry on business of company with intent to defraud creditors/for other fraudulent purpose.
  • Make a false instrument with intent it be accepted as genuine.
  • Use a false instrument with intent it be accepted as genuine.
  • Possess a weapon for the discharge of a noxious liquid/gas/electrical incapacitation device.

Hayley Bell (DOB: 09/11/1983) has been charged with the following offences;

  • Intentionally/recklessly cause a public nuisance.
  • Prevent lawful and decent burial of a dead body.
  • Carry on business of company with intent to defraud creditors/for other fraudulent purpose.
