Pre-application Mentor Scheme for Senior Treasury Counsel (Crime)
Introduction
The Pre-Application Mentor Scheme for Senior Treasury Counsel (STC) is an initiative designed to encourage applications for the position of Senior Treasury Counsel from outside of the Room. This scheme aims to support experienced and successful practitioners in preparing for the application process.
Scheme Overview
The Pre-Application Mentor Scheme is a light-touch programme that provides mentorship from existing Senior Treasury Counsel to potential applicants. The scheme is intended to demystify the application process and demonstrate that the role of Senior Treasury Counsel is accessible to a diverse range of candidates, including those from sets outside of London.
Eligibility and Application Process
Applicants must be barrister, or solicitors with higher court advocacy rights who:
- are not based at the same chambers as current members of Treasury Counsel. (Applicants do not need to be from a Chambers outside of London).
- have a minimum of 15 years’ advocacy experience – currently operating at CPS Advocate Panel Level 4 or the equivalent for defence practitioners or have taken Silk.
Interested candidates should submit a written application supported by one Judicial Reference against set competencies.
Applications will be assessed by a diverse 3-person panel, comprising members of the CPS, the Bar and First STC. Interviews will not be held, nor feedback offered, to unsuccessful applicants.
The application process is designed to be straightforward while still selecting the best candidates with the potential to be appointed STC.
Mentorship and Opportunities
Successful candidates will be paired with an existing Senior Treasury Counsel who will act as their mentor. This mentorship includes:
- Regular consultations and guidance from the mentor.
- Consideration for work by the CPS, including opportunities within the Homicide Unit in London.
- An invitation to a late afternoon event at the Old Bailey in Autumn 2025 to meet the Treasury Counsel team and other key figures.
Additional Support
The CPS aims to cover the cost of attending the event at the Old Bailey for those not based in London. Additionally, mentees are encouraged to visit the Court of Appeal Criminal Division (CACD) on an Unduly Lenient Sentence (ULS) with a member of the Treasury Counsel team, which does not require any funding.

By providing ample time before the application window in 2027, potential applicants can gain valuable insights and strengthen their applications. Even if candidates ultimately decide not to apply, the scheme demonstrates a commitment to diversity and openness in the recruitment process.
