CPS Response to HMCPSI Inspection of CPS Yorkshire and Humberside: Area Inspection Programme Phase 3, 30 September 2025

Introduction

His Majesty’s Crown Prosecution Service Inspectorate (HMCPSI) has today published its report following the inspection of CPS Yorkshire and Humberside, conducted as part of Phase 3 of the Area Inspection Programme (AIP3). The CPS welcomes the report and its findings.

CPS Yorkshire and Humberside was selected for Phase 3 following notable improvements observed during previous inspections in 2021 and 2022. This selection reflects the Area’s positive trajectory and its potential to offer insights into effective practice.

The inspection focused on identifying key drivers of improvement in casework quality, with particular attention given to three core components legal leadership and assurance, resource utilisation and management and stakeholder engagement and collaboration.

The report highlights six areas of good practice:

  • Cross-functional collaboration
  • Stakeholder engagement
  • Robust governance
  • Effective communication
  • Use of LCMPs (Local Case Management Panels)
  • Data-driven performance management.

The Area is committed to building on the strengths identified in the report and addressing the suggested areas for further development. The findings will inform both local and national strategies, ensuring that lessons learned from this report contribute to broader organisational improvement. The CPS recognises that effective local delivery, when aligned with national strategy, is essential to driving meaningful and sustained change.
