Man charged with 1993 murder - St Albans

Thames and Chiltern Crown Prosecution Service (CPS) has authorised officers from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit to charge a man with the murder of a man in St Albans, which occurred in 1993.

Justin Clarke, aged 60, of no fixed address, was extradited back to the UK from Germany yesterday, Monday, 26 September 2016. He had been arrested under a European Arrest Warrant by police in Berlin on 04 February 2016.

Adrian Foster, Chief Crown Prosecutor for Thames and Chiltern Crown Prosecution Service (CPS) said: "Following an investigation by the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit, a file was forwarded to us to consider whether any criminal charges could be brought against Justin Clarke.

"Having carefully reviewed all of the available evidence, Thames and Chiltern CPS authorised officers from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit to charge Justin Clarke with murder, conspiracy to defraud, offering to supply controlled drugs, and possession of a firearm with intent to commit an indictable offence, namely murder.

"The charges are in connection with an incident, which occurred at around 4.25pm on Monday, 26 April 1993, in Noke Lane, St Albans during which 43-year-old Paul Milburn, from Surrey, was shot in his car and died at the scene.

"The decision to charge was taken in accordance with the Code for Crown Prosecutors."

Clarke was remanded in police custody and appeared at Hatfield Remand Court this morning, Tuesday, 27 September 2016, on a first instance arrest warrant, where he was further remanded to appear at St Albans Crown Court on Thursday, 29 September 2016.
