CPS authorises police to charge Cheltenham man with making an explosive substance

On 17 May the Crown Prosecution Service authorised Gloucestershire Police to charge Martin Howard Counsell from Cheltenham with making an explosive substance for an unlawful purpose, contrary to section 4 of the Explosive Substances Act (1883).
He appeared at Cheltenham Magistrates court on Friday 18 May.
A 31-year-old man arrested at the same time has been released without charge.
