- This chapter covers the arrangements for the central staffing pool, including the categories of staff who should be transferred into it.
- Staff in certain categories, when absent, do not count against the staffing resource figure (SRF) and should be transferred into the central pool, the salary budget for which is held by the HR Directorate. The categories are:
- staff on maternity or adoption leave (transfer from day one);
- staff granted special leave without pay for a continuous period of three months or more (transfer from day one);
- staff on long term training for a continuous period of three months or more (transfer from day one);
- staff who have been on sickness absence for a continuous period of three months or more (transfer after three months).
- This arrangement allows budget holders to cover work during periods of extended staff absence without the need for additional funding. The funding arrangements continue during vacation periods and during periods of annual leave. Areas and HQ Directorates are, however, responsible for absorbing such staff, within the SRF upon their return to work.
- To enable HR Directorate to control the central pooling arrangements and provide accurate staff in post figures, Service Centre HR should notify:
- HQ Directorate Pay and Allowances Unit of those staff who are to be transferred to the central pool. PIMMS Online Pay Form PU5 (Appendix 2) should be used for this purpose after the information is entered onto the HR Personnel Information Management and Monitoring System, PIMMS.
- ADP Chessington, via Direct Data Entry, of maternity and adoption leave without pay (after PIMMS update).
- HR Directorate Pay and Allowances Unit when staff return to duty using PIMMS Online Pay Form PU5 (after PIMMS update).
- In all the above circumstances, HQ Directorate Secretariats need only submit Form 224 (Appendix 1) to HQ Pay and Allowances Unit.
