Hate Crime and Crimes Against Older People
"All crime is unacceptable but offences that are driven by hostility or hatred based on personal characteristics set a particular challenge to a civilised society. For the Crown Prosecution Service (CPS) therefore, effectively addressing all forms of hate crime and crimes targeting older people remain a core commitment." - Keir Starmer QC, Director of Public Prosecutions.
The Association of Chief Police Officers and the CPS have agreed a common definition of hate crime:
"Any criminal offence which is perceived by the victim or any other person, to be motivated by hostility or prejudice based on a person's race or perceived race; religion or perceived religion; sexual orientation or perceived sexual orientation; disability or perceived disability and any crime motivated by hostility or prejudice against a person who is transgender or perceived to be transgender."
The Code for Crown Prosecutors governs how we make decisions about the prosecution of crime, including hate crime, and our Core Quality Standards provide a set of performance standards for all aspects of our work, including prosecutions. All CPS Areas have a Hate Crime Coordinator who undertakes performance management, community and stakeholder engagement and the implementation of legal policy and guidance within the Area. This section provides links to policy and guidance reports on hate crime and crimes against older people, prosecution performance information and related archive publications.
