A Crown Prosecution Service spokesperson said: "In deciding whether to offer a caution we take into account the public interest factors set out in the Code for Crown Prosecutors and will only consent to the issuing of a caution if the offender has clearly admitted his or her guilt.
"We also take into account the potential penalty for the nature of the offence admitted to - in this instance limited to a fine."Taking into account the nature of the internal disciplinary process that Mr Walker faces and his admitting his wrongdoing, we considered that the issuing of a caution was an appropriate alternative to prosecution."
Cautions can be brought to the attention of the Court if the offender is later convicted of any further offence.
