Former council leader sentenced to two years imprisonment for possessing, making and distributing indecent images of children

Former Kingston Borough Councillor Derek Osbourne was today (29 October) sentenced to two years imprisonment at Southwark Crown Court for possessing, making and distributing indecent images of children and possessing extreme pornographic images.

He pleaded guilty at a hearing on 1 October to seven counts of making an indecent photograph of a child, two counts of possessing indecent photographs of a child, six counts of distributing indecent photographs of a child and two counts of possessing extreme pornographic images.

Baljit Ubhey, CPS London Chief Crown Prosecutor, said: "At the time of his offending Derek Osbourne was in a position of authority as leader of the London Borough of Kingston Upon Thames council and would have been responsible for the welfare of many thousands of children.

"Derek Osbourne grossly abused that position of trust and responsibility when he committed these abhorrent offences, offences which only contribute to the cycle of harm suffered by victims of child sexual abuse and exploitation.

"The overwhelming evidence against Osbourne left the defendant no choice but to plead guilty to his crimes, which is a tribute to the strength of the case built by CPS prosecutors.

"CPS London is committed to working with its police partners in the fight against child sexual abuse and exploitation."

Background

Derek Osbourne was convicted of the possession of:

  • Indecent photographs of a child, namely 1606 images at level 1, 153 images at level 2, 411 images at level 3, 641 images at level 4 and 33 images at level 5;
  • Indecent movies of a child, namely 11 movies at level 1, 28 movies at level 2, 14 movies at level 3, 225 movies at level 4 and 15 movies at level 5;
  • 89 extreme pornographic photographs and 62 extreme pornographic movies which were grossly offensive, disgusting or otherwise of an obscene character.

He was also convicted of the distribution of:

  • Indecent photographs of a child, namely four images at level 1, 11 images at level 2, two images at level 3 and five images at level 4;
  • Indecent movies of a child, namely  one movie at level 3, five movies at level 4 and one movie at level 5.
