The integrity of the passport system must be maintained and deterrent sentences are required. Save in exceptional circumstances custodial sentences should be imposed.

Pleaded guilty to making a false statement to obtain a passport. Zimbabwean over-stayer applied for a passport in a false name. Good character. Gave evidence for the prosecution in a serious matter. Risk of undermining the passport system. 9 months.
