CPS Advocate Panel 2016-2020
The CPS is pleased to announce details of the CPS Advocate Panel scheme which will run for the period 2016-2020 ('the 2016 Panel').
The details of the scheme are included in the guidance and forms below.
All members of the current Advocate Panel ('the 2012 Panel') are asked to read the documentation so they are aware of the scheme and how the transition to the 2016 Panel will be managed and how it may affect them.
All members of the 2012 Panel will receive an email communication from CPS before the end of April to advise them of the new arrangements and whether they will be invited onto the 2016 Panel or have to re-apply. It is important that Panel members look out for this email and contact CPS if an email is not received by them by the end of April.
Update to the CPS Advocate Panel Scheme as at 10 May 2016 - Further Guidance
The criteria for invitation to the 2016 Panel will be waived where Panel Members can demonstrate that they could not have met the criteria because of any of the following:
- maternity or paternity leave;
- family, caring or personal reason; or
- any other materially significant absence from practice over the relevant period.
Panel members seeking the criteria to be waived for this reason should write to CPS at Advocate.Panels@cps.gsi.gov.uk, providing as much information as possible about why they are seeking a waiver, including relevant dates.

Advocate Panel lists
Advocate Panel 2012-16 List
This is a list of all members of the current CPS Advocate Panel 2012-16 which will remain in place until the end of 2016. Advocates on this list are able to be instructed up to the end of the 2016 calendar year.
If you have received an invitation to join the new 2016-20 Panel, but do not accept it; or you do not submit a new substantive application during the Sept 2016 application window, your details will remain on this 2012-16 Panel list until the end of the 2016 calendar year, after which you will be removed from the Advocate Panel altogether.
This is a list of all members of the new CPS Advocate Panel general crime and rape list 2016-20, who have been invited to join without further application (in accordance with the published transitional criteria), and have accepted their invitation.
To join the new 2016-20 Panel, members must either, where invited, accept their invitation correctly, or submit a new application during the Sept 2016 or subsequent application windows.
New applications to join the new 2016-20 Panel at level 2, 3 or 4, or to upgrade a level can be submitted between Thu 01/09/2016 and Fri 30/09/2016. Applications to join the new 2016-20 Panel at level 1 can be submitted at any time of year.
- Both the current and the new lists are periodically updated and posted on this webpage.
- Members of the new 2016-20 Panel list will also appear on the current 2012-16 Panel list until the end of the 2016 calendar year. Members (or their clerks) must check the new 2016-20 Panel list to confirm if their invitation acceptance has been processed.
- Where invited members have not accepted their invitation, their details will not appear on the new 2016-20 Panel list. Acceptances received on or after Mon 01/08/2016 are yet to be processed and need not be resubmitted.
- Where invited members have accepted their invitation before Mon 01/08/2016, but still do not appear on the new 2016-20 Panel list, the most likely reason is that they have inserted the incorrect Bar Membership Number on their Panel Invitation Response Form. Please first locate and check your previous submission to ensure that you stated your correct Bar Membership Number, and not your Bar Council ID. You can look up your Bar Membership Number by downloading and searching the Bar Standards Board Register. If you inserted an incorrect Bar Membership Number on your previous submission, please resubmit your Panel Invitation Response Form by following instructions 1-6 below.
- Download and save a local copy of the Panel Invitation Response Form (document 17 above) to your personal computer or shared drive. Do not open the form within your internet browser window (Internet Explorer, Google Chrome, Apple Safari, Mozilla Firefox, Opera etc).
- Open the folder where you have saved the above form, and open it in either Adobe Acrobat Reader X or DC (free software used to view PDF files). Using this software, you should be able to complete the form electronically and save your changes. If you do not have this software installed on your device, or you see a message advising you that you cannot save your changes, please navigate to the Adobe Acrobat Reader DC website, where you can download and install Adobe Acrobat Reader DC for free. Please do not attempt to complete the form within your internet browser window or you will end up submitting a blank form.
- In either Adobe Acrobat Reader X or DC, complete all fields on the form and save it. Your Bar Membership Number is a numerical identifier, 5 digits in length, that is individual to you, but does not begin with 7, 8 or 9. Ensure that you tick the Declaration box.
- Create a new e-mail, with the subject line Invitation Response, attach the saved form, and submit it as an e-mail attachment to the Advocate Panel mailbox.
- Please do not submit a hand written form, scanned form, an image file or a photograph of your form.
- Please do not submit multiple copies of the form.
